How to appoint a GRAC domestic agent, entirely online

Appoint a domestic agent in Korea without a meeting, a phone call or a courier. Your GRAC domestic agent appointment happens entirely by web form and email, and you pay only after we’ve reviewed your inquiry.

    Your company’s legal name and head-office country, a contact, and the games you offer in Korea. If GRAC has sent you a notice, include its deadline.

    We are named as your domestic agent. By email you get the five details the law requires you to publish: our company name, representative’s name, Korean business address, phone number and email.

  1. Article 31-2(3) requires you to enter the domestic agent details we provide into the Korean terms and conditions of every game you offer in Korea. You write that clause yourself.

  2. Enter the same details in the agent section of the Certificate of Designation of a Domestic Agent from the official guide, sign it, and email it to GRAC at gracagent@grac.or.kr with a copy of those terms. The guidelines recommend this; a GRAC notice asks for it.

Name a domestic agent in writing

We become your domestic agent and give you our details for the agent section of the Certificate of Designation of a Domestic Agent. GRAC notices call it the Confirmation of Domestic Agent Designation. You fill in the form, sign it and send it to GRAC.

List the agent in your Korean terms and conditions

We give you everything the clause must include: our company name and representative, Korean business address, Korean phone number and email address. The phone line is answered by a person during Korean business hours. You write the clause into your own terms.

Answer government reporting requests (Article 31(2))

Requests from GRAC, the ministry or local authorities come to us. We translate them into English, tell you what’s asked and by when, and submit your reply in Korean.

Display rating, content and probability information (Article 33)

If GRAC raises a labeling or probability-disclosure issue, we translate it, pass it to you, and send back your confirmation in Korean. What your game displays remains your decision.

Re-check the obligation every year

Before GRAC’s annual review on 23 October, we ask for each title’s Korean installs and re-run the numbers with you.

Not sure if you’re required to designate a domestic agent?

These are the GRAC domestic agent requirements. Article 31-2 of the Game Industry Promotion Act covers companies that distribute or provide games in Korea but have no domicile or place of business there. Any one of these three triggers the obligation.

In the previous year, a single title had at least 365,000 installs (downloads, in the guide’s wording) on mobile devices sold in Korea, an average of 1,000 a day. Each title counts on its own, with Google Play and App Store installs added together, whenever it launched. It measures installs, not active users.

Total sales, worldwide

The company’s total sales in the previous year, in every country and every line of business, converted to won at that year’s average exchange rate.

The Ministry of Culture, Sports and Tourism asked the company for a report under Article 31(2) of the Act after an incident that seriously disrupted, or threatened to disrupt, the orderly distribution of games.

GRAC domestic agent questions

We’ve received a GRAC domestic agent notice. What should we do?

Whether it arrives by email or letter, go by the deadline or grace period in your notice. Deadlines are set notice by notice, so a date you’ve read elsewhere may not be yours.

If you think the install figure is wrong, answer before that deadline with your own Korean download data from each store for the year in question. If the figure is right, designate before the deadline, and include it in your inquiry.

Why do you review our inquiry before we pay?

To confirm we can act for your company before any money changes hands: that it distributes or provides games in Korea without a place of business there, and that what you need is the agent role rather than legal work. If we’re the right fit, we email payment details. If not, we say so, and you pay nothing.

Is a domestic agent the same as a Korean domestic representative?

For games, yes. Korean law calls the role a domestic agent (국내대리인). In English you’ll also see Korea game domestic representative or local representative for games. Other Korean laws, such as the privacy law, have representative rules of their own. This service covers the Game Industry Promotion Act only.

Our game is self-rated on Google Play and the App Store, free to play, with no loot boxes. Do we still need one?

Yes, if a trigger is met. Agent designation and age rating are separate questions. How a game was rated, whether it’s free to play and whether it sells probability items don’t exempt it. Those facts change which labeling duties apply, not whether you need an agent.

The game earns almost nothing in Korea. Does that matter?

Not for the installation trigger, which counts installs, not revenue. A low-earning title averaging 1,000 installs a day still meets it. Revenue only matters for the ₩1 trillion sales trigger, and that counts total worldwide sales.

Does the agent go in the terms of every game, or only the one that crossed the threshold?

Every game your company distributes or provides in Korea, according to the FAQ in the official guidelines. That’s why we price each game you offer in Korea, not only the one that crossed the threshold.

Can we change our domestic agent later?

Yes. Update your Korean terms and conditions without delay and, as the guidelines recommend, send GRAC a Certificate of Re-Designation of a Domestic Agent with the amended terms. The same applies if an agent’s address, phone number or email changes.

What happens if we don’t appoint one?

A fine of up to ₩20 million, which can be imposed again each year the obligation arises and no agent is designated.

Appointing an agent doesn’t remove every compliance duty. The Act treats an agent’s breach of its duties as the company’s own.

Is KoreaDomesticAgent part of GRAC, or approved by it?

No. KoreaDomesticAgent is run by Eusam Co., Ltd., an independent company. The guidelines set no approval or licensing step for agents: you designate one in writing, list it in your terms and notify GRAC.
